Follow Lohar's instructions.
Lohar insists that he's turned against Queen Justinia. Beast means to do what Lohar asks... for now. The Peacemaker was transporting deadly Deathfog. What is Justinia up to?

Find leads on Operation Downfall.
We arrived on the Nameless Isle no closer to figuring out how to stop Operation Downfall.

Journey to the city of Arx.
As part of Operation Downfall, Justinia is shipping Deathfog to Arx. Beast may have underestimated her wickedness. To stop Operation Downfall, Beast must follow the Peacemaker's cargo to the city of Arx. Queen Justinia will use Deathfog as a weapon of war. We must stop her.

Lay claim to Divinity.
At the Well of Ascension, Beast supported my claim on Divinity.

Find Justinia's agents.
Queen Justinia's agents in Arx may be persuaded to reveal her plans. The queen herself might even be close.

Confront Queen Justinia.
A large cache of Deathfog lies hidden in the sewers in Arx. Believing war between the dwarves and the Order inevitable, Queen Justinia resolved to strike first - by destroying Arx.

Divinity beckons...
Through weakness or malevolence or both, Justinia betrayed her people. Under her, the Kingdom suffered. The dwarves need new leadership. For the sake of dwarves, Beast and Queen Justinia found common ground. Free of Isbeil's influence, she will return to the kingdom.
