An elf you initially meet onboard The Merryweather, you talk to him sitting on a chair in the middle of the main room where you register with Magister Wiliams. In the first conversation he is entrenched in a book about religion and will inquire about your species' religions.
However, after Windego casts Source Blast, he is revealed to be a undead eternal disguised in the third floor of The Merryweather. A dialogue with him reveals that Windego had stolen the mask he was using in order to take that form.
