Troubled Waters is a quest in Divinity: Original Sin II.

The player character's first quest after leaving the tutorial area of The Merryweather is initiated by talking to the Magister you see when you first wake up. After exploring the 2nd deck, go into the furthest door to the leftside of the ship and you encounter Windego and a group of Magisters. After a brief conflict you are directed to go up the stairs to your right and continue the quest to leave the ship--although everyone in the ship is either dead or unconscious.

Entering the easternmost room, you encounter Magisters Rick and Murtof. On a failed persuasion check, you enter combat. Further into the west section of the third deck towards the right across the fire, there will be Magister Priest Medwyn. She has a skull marked key that unlocks the storage holding Deathfog Barrels in the middle of the deck. Further down that path is an undead eternal sitting in a small room. Upon interacting, he reveals himself as Fane. After opening the Deathfog container room, tentacles appear, which break the death fog barrels.

Head up to the deck level, the player character enters combat with two vicious voidlings. After finishing combat, head towards the wheel, where a voidwoken will trigger explosive barrels, killing Captain Kalwyn. Investigating the captain's body reveals a scroll of blinding radiance. Head to the life boat on the northern side of the ship and talk to the dwarf and child. Either listen to the child and check on survivors or listen to the dwarf and leave.

If searching for survivors, go back down to the third floor, and fight void hatchlings along with the other surviving NPCs.

After combat, you will learn that Magister Siwan is wounded but alive in The Hold. You can attempt to save her, resulting in the ship sinking with you still inside, or head back up to the lifeboat, where you are knocked out. Either way, this will trigger a cutscene with High Judge Orivand and end the quest.
