After awakening on the Merryweather, leave the tutorial deck to speak with Siwan on the lower deck. She directs the player character to the stern room on the opposite side of the lower deck. The entrance to the stern room is guarded by Payde, who must be interacted with to gain access. Otherwise, the player character can pickpocket the Key to Stern Room from him.
