Waters is one of the magisters herding sourcerers aboard The Merryweather to Fort Joy. She is found in the room with a dead sourcerer.
Upon talking to her, she tasks the player character with finding more information about the dead sourcerer among your fellow captives on the ship. This is one of the ways to initiate the Template:Quest quest.
