In Divinity: Original Sin II, Lord Withermoore is in the Forgotten Cell at Template:Coords. He is impaled to the wall with the Spear of Braccus Rex which, upon talking to him, you find out happened over 1000 years ago.
Talking to him initiates Template:Quest.
