Bahara is a lizard Sourcerer at the entrance to Amadia's Sanctuary in the Hollow Marshes in Divinity: Original Sin II. She is member of The Seekers.
Talking to her initiates 
The Shriekers as well as the sub-quests Escape from Reaper's Eye, Seek and You Shall Find, and Silence the Shrieking.
Note: If you are playing as The Red Prince, you will have a special interaction with her.
